A 2023 report from European Commission on employment and social developments shows persistent labour shortages across a wide range of occupations — from construction and healthcare to ICT, engineering and STEM fields.
The shortage is not limited to low-skilled roles: high-skilled and managerial positions are particularly at risk, driven by retirement trends and shifting demands from digitalisation and green transformation.
According to the Union of Skills — launched by the European Commission — roughly 63% of EU companies seeking ICT specialists report difficulties filling vacancies. Demand for these roles is projected to more than double by 2030.
This mismatch between skills supply and demand slows down innovation, weakens competitiveness, and puts many societal transformations — from green transition to digital adoption — at risk.
